I personally use SourceMod for somethings, and Mani Mod for things SourceMod cannot do. For the things you described, I recommend Sourcemod.
The best is...

I think that the best admin mod for TF2 has got to be Beetlesmod, you can edit respawn times in a flash, even in-game! You can add advertisements on your server for your site or clan name, and quake sounds (when somebody kills 2 people at once it says 'Multikill!') and on and on.. You said you wanted custom maps, no problem at all, you can even setup Beetlesmod to ask player what map they want to play next (map vote) and other great stuff!
In-Game Adverts can be edited here: 'tf\cfg\beetlesmod\advertisements.cfg'
Add your maps here: 'tf\maps'
All of the other Beetlesmod stuff can be set here: 'tf\cfg\beetlesmod\defaults.cfg'
Oh, and before I forget, here are the commands for fast/instant respawn:
mp_disable_respawn_times 1 //Removes respawn time, player will respawn right after the 'zoom-in'
mp_respawnwavetime 5 //Edit the spawn timer, if I set it to 5, the player will be dead of 5 seconds before respawn
Message me here or search their extensive forum for help.

Its easy, just visit their site, and click the link on the left 'Latest TF2 Version' Download that and extract it to your desktop, from their you need to FTP the files to your GS account. Make sure you keep the file structure (the sound folder in beetlesmod goes with the sound folder on your server, ect.) After that all you really need to do is add yourself to the admins.txt list in this folder: 'tf\addons\beetlesmod'
Everything with '//'s are comments, you can work off of those as a template on how to format your name.
