real procon port ??

for a friend i am setting up a MYsql datebase for procon.
(YES, he has a BF4 server here)

i connect over 173.199.x.x (not sure if this is globaly) to procon.
seting up the database is no isue, but i dont want hammering on my sql port, so i created a firewall rule
with the procon IP port, well,, NOT.
so i entered the 173.199/16 range in it, still no connection.

are procon ports in this range, or what is going on ?
i tested the rule set with someone else ,and that works as it should be, so, why not here ?

short: is the ip range a procon layer correct, ?

nvr mind, a tcpdump did the job.
