I been trying to use a server in Dallas, upon install fresh install. I went into server i noticed choppy/lagg about 8 seconds in to the game and it continues. So i switch server location to Atlanta Georgia and still same lag/choppyness and i did not add any files to servers but the coppyness/lagg is still there and everyone in server experiences it too. I am starting to think this is a ut99 issue is there a fix to this?

Put in a support ticket and I would be happy to look into this for you. If the issue is following you around, it is likely either an issue with a plugins and settings, or with your home network, but that is just a guess based on the information available. I would need to see more information in a support ticket to know more.
